desktop icons steal toolbar open windows

in the task bar I may have other windows open and when I try to open a desktop icon it hijacks my first already open window and changes it to the icon. example: on the task bar open is usairways. I then click on the internet E icon, usairways changes to my internet explorer start page instead of opening a new window. I had this problem before on a different but new computer and have forgotten how to fix it. Do you know?

Found the answer from a buddy of mine. Big shout out to Shabahang!!

Once your browser is open go to tools> Internet Options> Advance tab and Uncheck Reuse windows for launching shortcuts.
