DU Meter Keeps Popping Up

I have it installed on my sister's laptop so she does not go over the bandwidth limit. But for some reason DU Meter just keeps popping up. The Start Minimized and Minimize When Idle is checked but it still keeps popping up.
Anyone know a solution or know another program which I can use to set a limit on how much she download per month?
