Two related items:

1) Open in New Window - Command does nothing
2) How to add a "Open in new Window" option for Internet Shortcuts (.URLs)
3.) Using Tabbed Browsing in Internet Explorer 6

I don't have IE 6, but I'm sure there is a shortcut keyboard method to open a new window when you click a link. As to setting a default action, I don't think there is.

Post back if these don't help.

Ron
