Missing Security Center in Vista

Sorry all I am new to Vista but i am having problems...I have lost my security center in Vista and cannot get it back...missing the file wscui.cpl. Any help would be much appriciated.

Click Start > run > type Services.msc in the box, click okay

Scroll down the list of services and see if Security Center is "started" and set as "automatic"
