Printers Unaccessible in Control Panel

In Windows 2000, under Control Panel, I cannot click on Printers. It has become inaccessible after my system was defragged. The Print Spooler is on Start and Startup Type is Automatic. The path is C:\WINNT\System32\spoolsv.exe. The RPC Service is on Started. What should I do please? Thank you.

Do you have any policy settings in place? These can restrict access to areas such as (for example) the Printers section, or even the entire Control Panel.
