Unable to restart computer on safemode

Hi I would appreciate any help I can get. When I try to restart on safe mode my computer gets stuck on the screen that is black with this
multi(0)disk(0)partition(2)\windows\system32\c_437.nls
over and over again except with different endings. I have to turn it off and on and start it normally or it stays stuck on that screen. I am trying to log on safemode to run AVG. What should I do?
