screen freezes

It takes forever to start up - it says Improper Shutdown detected. Then I hit the cancel button cuz it goes thru that forever. I get a white background screen and then the timer and arrow freezes. SO I cannot even get into my control panel or anything to try to remove some programs (not that I know if it will help!)
Does this mean that I need a new computer? I don't have an anti-virus on it.

first, I would suggest letting it finish, rather than cancel....do it before going to bed, if you must.

Second, does safemode work?
