My Internet Technical Support suggests that I should shell out £35+VAT to Microsoft, I hope that you can help for the technical challenge of it!
I have plugged my USB Modem (SpeedTouch 330) into my PC and with an update have been able to get USB and ADSL lights to be steady green.
But when I connect to checked telephone line, New Equipment is detected and it wants a whole load of .dll files.
The first file is ATMUI.dll, which is (supposedly) to be found on my Windows 98se set-up CD-ROM. But, ATMUI.dll cannot be found, nor any of the other .dlls that are requested.
Where on the Windows 98se set-up disc can these dlls be found, and how can I access them?

they are on the windows cd in compressed archives (called CAB files).

If you point toward the cd directory with those cab files, the installer will search for and extract them....for example, the one you asked for is in the Net7.cab file
