Compuer doesn't enter standby at specified time

So heres the deal: My parents bought a new computer and I thought it would be a good idea to put it into standby after a few hours of no use. I set the computer to standby after 2 hours in the XP Power options configuration, however, the computer did not go to sleep after 2 hours of inactivity.

Upon investigating, I made sure the computer went into standby and resumed from the start menu just fine. I then noticed that Avast was set to generate a VRDB (virus recovery database) when the screensaver was active so I turned that off with no luck. I tried turning off the screensaver totally and having the screen go into standby, and that works fine,but the computer still won't go into standby after the specified time.

Then I set the computer to standby after 5 minutes of inactivity and it did so and stayed that way just fine. Tried again with 45 minutes and it was no go. Any ideas?

Hmm, Upon further inspection, this seems to be what's happening:

MSKB: Computer does not enter standby mode if Power Options profile is set to standby after 45 or more minutes

Of course this does have the latest service pack and all subsequent updates. Any ideas as to why it won't go into standby automatically?
