I have recently downloaded a screensaver but cannot get it to run when my computer "time's out." I cannot find it on my list of screensavers and there is no "browse" function.

How do I get it to run?

Also how do I make an application run on start-up?

I am using Windows XP

did the screensaver come with an installer or instructions from the website you got it from?

If the application that you want to run with start-up does not have a place to configure it to start automatically, create a shortcut to the .exe and place it in the Startup folder of All Programs in the Start Menu.
