I've just built my first computer. I can't figure out this particular problem.
Everything is connected to where they are supposed to be. When I turn on the PC, all the fans and LED lights turn on but none of the peripherals do. At first I thought this could possibly be a PSU problem so I disconnected the IDE cables and just had power going to the CD-ROM/Hard drive and they come on and work. I've gone through all the plugs to ensure I don't have any and so I thought it could be the IDE cable so I tested them by only connecting the HDD and it didn't turn on or spin. I did the same thing to the CD-ROM and that didn't work either (I used both master/slave connectors for testing.) I then switched the IDE cables with ones I know work and get the same results.
I do have the CPU fan and 1 case fan powered via the motherboard and they are working. Could the motherboard be fine but the memory or CPU be bad?

OO. I just realized something by posting those specs. I am re-using a HD from an older computer and CD-ROM. Will they not work if they are not UltraDMA or will this not have any affect?
Oh, the other specs:
256MB DDR PC3200
2.4GHz Celeron D 256k Cache 533 FSB
400W PSU
