Monitor won't turn off

HI, This isn't the most dire problem in the world but I'm hoping that this has a simple solution non the less.
I just build a new system, and installed Vista Ultimate on it. My issue is, under Power Options I've set my monitor to turn off in 'X' minutes after idle, but when it comes time for the monitor to turn itself off, it only turn the screen blank and keeps all power running to the monitor. My old system turned the monitor off completely. How do I fix this so that I have no power running to my monitor after 'X' minutes. THANKS


ps. My vga is connected to GeForce 7950Gt.
