Everything says missing or corrupted

When I try to boot the computer goes to command prompt only mode and then it gives warning: windows has detected a registry/configuration error.
c:\windows himem.sys dblbuff.sys and ifshlp.sys are all missing or corrupted
command.com is also missing or corrupted and then it asks to type command interpreter but it wont go to c prompt it just gives me c>
I have tried typing $P$G and that too is missing or corrupt. Cant use A:\ because that too is missing or corrupt......seems like everything is missing or corrupt.
Help....what do I do?

Are you able to boot into safe mode? (To enter safe mode tap the F8 key while the computer is starting. Select Safe Mode from the menu.) If so, disable startup items using msconfig (Start -> Run, type msconfig).

If not able to boot in safemode, create a bootdisk http://www.bootdisk.com. Start your computer with this disk in the floppy drive and at the command prompt type c:\windows\command\scanreg /restore. Select a date before the problem began.
