I've been getting this error when trying to run Media Player Classic (installed with the K-Lite Codec Pack) and the HijackThis installer. Some googling suggested that other people had similar problems with other programs that might be .NET Framework related. I tried reinstalling Framework 2.0, installing 3.0, removing both and reinstalling 2.0... without any luck.

Any advice?
