not even sure if its a virus or not

hey,
everytime i boot up windows xp, everything looks normal except for the start menu... which just shows as white instead of blue...
and anytime i try to open any programs... nothing works including virus scans and internet exploerer... what should i do? i cant download any of the scan stuff you guys have up...
any suggestions?
