Computer won't turn on or off, just makes noises

A friend of mine is having computer problems and cannot even turn it on or off. He says "It's off at the plug at the moment but if i turn that on the computer switch is flashing and making noises........it wont turn on or off".

has he tried unplugging it? Also is it plugged directly into the wall or through a surge protector/ups? First thought beyond that is power supply and motherboard.... Otherwise basic troubleshooting.... unplug all excess devices including drives just have the video and one stick of memory in and see if anything happens... Also what kind of noises is it making? beeping?

He says it's making beeping and ticking noises. That's a sign of what's wrong if I remember correctly??

The beeping could be telling him of an error... from the sound of the issue probably that there is a problem with the video card or the ram. the ticking could also mean either a stuck key ( computer will usually still boot ) or it could be a fan rubbing on something or even the hard drive if it is starting to go bad...
