Language conflicts between programs

My language for non-Unicode programs is set to Chinese so that I can use certain Chinese programs on my computer. However, once I have this setting, some setup windows and programs are also displayed in Chinese. I only want Chinese to be displayed on the programs that require it, e.g. Chinese input programs. Is there a way I can apply the language setting to only these programs, and have other programs ignore it?

to my knowledge there's no way to be selective with the way the unicode characters are applied...it's an all or nothing kind of deal
