XP has a limit of Explorer windows open (20)

is there a way i could expand or remove this limit?

Since when? I've just opened 23 of the the things.
This is more likely a limitation caused by the power of your computer. Same as anything else, too much open can result in performance degrading.

but my PC doesnt lag at all--it just stops trying to open windows

I opened 30 of them. I musst admit that at about 18 I noticed a lag. At 30 it took a while to open.

Why so many windows?
Why don't you use Firefox with its tabbed browsing windows.
