Hi Lexyluv.
Your hard drive is not "messed up" because you can still boot into Safe Mode (the Administrator account).
From the Safe Mode account create a new user account:
Control Panel > User Accounts > Create new user account.
Restart and choose to login to the new account.
Report back what happens.

I have a user account set up on it already it barely even lets me get to that. when i go to safemode it gives me the option of my account and the main account. what happens is it gets to the black windoes screen than it goes away as to go to the log in screen than it sits for like ever sometimes it comes up most of the time it doesnt. So even if i did get a new account setup i cant get to the login part to login

Hi Lexyluv,
Go ahead and make a brand new user account anyway. This experiment is to see if even this account will be messed up.
If it is I think your only reasonable course will to be to make a backup of all your important files and then do a system recovery, system restore, reinstall or whatever you have available.

Hello. Your hard drive is most likely OK because you can get to it in safe mode. Most likely you have a driver that is messed up.
Do you remember anything odd that happened just before you had your problem?
That funny screen you get could be an error screen. Try this: In safe mode:
Right click MY COMPUTER, choose PROPERTIES, choose ADVANCED, choose the SETTINGS button in the Startup And RECOVERY section, and uncheck AUTOMATICALLY RESTART. Click APPLY and OK.
Now reboot. This will result in the BSOD error...report the STOP ERROR and any parameters.

Now when i try to boot it it just sits at the blue screen after the windows logo than it reboots or just sits there no error message though.

Cool, you figured it out!!!
What Nvidia card do you have? Are there Windows 2000 drivers for it?
I'll look some for a solution....
