Look what I found...

"Windows XP has different folders, one for each user, \Documents and Settings\[User name]\Cookies\. As part of a complex caching scheme, pointers to IE cookies are also kept in the folder Temporary Internet Files\."

Mystery solved.

I would test these programs by backing up IE in your current account, creating a new user account and then importing the backup there. This won't affect your original account in any way.

After testing a single program delete the new temp account, files and all. Repeat the same procedure for testing each backup utility.
