i'll be playing the game, and then all of a sudden i'll see it freeze and it'll minimize and i have this error:

Internal Driver Error in IDirect3DDevice9::Present()

Does anyone know what it it?

I would try updating your drivers here: http://ati.amd.com/support/driver.html. Is this a laptop?

Yes, AMD owns ATI graphics now, and the Radeon is an ATI graphics card. Follow that link. :)

I dl'ed the catalyst control center thing and im getting this error. If i fix this, it should fix my HL2 error?

I would assume so. Try running a Microsoft Update, I'm pretty sure the .NET Framework is available in that way.
