i'll be playing the game, and then all of a sudden i'll see it freeze and it'll minimize and i have this error:

Yes, AMD owns ATI graphics now, and the Radeon is an ATI graphics card. Follow that link.

I dl'ed the catalyst control center thing and im getting this error. If i fix this, it should fix my HL2 error?

I would assume so. Try running a Microsoft Update, I'm pretty sure the .NET Framework is available in that way.
