APPS.INF is your system configuration file and should be located in the C:\WINDOWS\INF directory

You can extract a new one from your cabinet files by going to "Start" "Run" and typing: msconfig, pressing "enter" then choosing the file extraction button

type: APPS.INF

in the first window and press "start"

in the upper window type
C:\WINDOWS\OPTIONS\CABS

in the lower window type
C:\WINDOWS\INF

press OK

A pop-up window should now say the file has been extracted
successfully.

Reboot
