This application has failed to start because DCIMAN32.DLL was not found. Re-installing the application May fix this problem
I have tried everything I know ( Not alot ) researched a tad.
one thing else. I CAN'T MODIFY/DELETE THE FILE!!!!
please help

There's a useful program called unlocker, which may free up the file so you can rename it and replace it with a new version.
The link for the website is here. The link for the download is here.
Once you've done that, you should then be able to try copying it from your dllcache and see if it works.
