If XP Pro, press ctrl-alt-delete at the login screen to get to the System Admin account.

How many users on the system? I assume your daughters account is a "Limited access" account?

There are 5 users on the system, two with limited access. and yes hers is limited

A "System Restore Point" affects everything NOT just the user that sets it.
So, you only see three users when you boot into Safe Mode?

Okay.. I want you to go into Windows Explorer.
Now, click on the "+" sign beside My Computer, then on the "+" sign beside "Local Disk (C:) and then on the "+" sign beside "Documents and Settings".
Is there an "Administrators" account there?

Okay.. I use XP Pro so not quite sure what the Logon in Safe Mode looks like. Is it something like a normal logon?
