No Control Panel, Cant /Delete Anything! HELP!

Hey everyone this is my first time on this site

i came on here to find out why i dont have a control panel. I go to start, and dont see a control panel.

When i try to delete a application or old software it says go to ADD or Remove products then i click on that and it gives me an error message

it says: This operation has been cancelled due to restrictions in effect on this computer. Please consult your system administrator.


I dont know why im gettin this error message but i need to download many applications and if i have too i guess ill take it to Geek Squad at Best Buy but first i wanted to see if anyone else could help me.


Ill Try anything Please HELP!

You are almost certainly a victim of malware. Please follow the instructions here:

If you take it to the Geek Squad it will cost around $100. There is a good chance they would just reinstall Windows. I don't recommend taking your computer there.
