unable to shutdown or restart computer

When I go to restart, shutdown computer it doesn't do anything but sits there. I have to manually shutdown computer. Scan for viruses and cleaned system. Any suggestions?

If this only happens every once in a while then this has happened to every Windows user on the planet.
Sometimes you have to be patient. What happens if you leave it for a long while? Does it eventually restart on its own?
