Windows stuck in Diagnostic Startup

Win XP service pack 2

So...using msconfig, I enabled diagnostic startup to do some work...once finished, i disabled the feature, yet, while my old processes will boot, proving it is not stuck in a pure diagnostic mode, many of the normal startup features are still disabled.

example:the xp UI is reverted to windows classic

example:many of my programs are not listed on the start menu

there are more issues but i dont want 2 take screens of em

keep in mind, i am a highly advanced computer user, and have tried almost everything in my knowledge.nothing seems to work. So it would be appreciated if you could list multiple methods if you know them.

Stuff i have tried:
the obvious (taking out of diagnostic
booting in safe mode and trying to revert
sys restore(ALL my restore points have vanished
more that i cant remember sorry

ANY help would be greatly appreciated :)

also, im aware of the fact that i can just transfer some programs and reinstall xp after a reformat, but i would like to try other options

The people who answer questions here at Geekstogo and on many other forums that offer free help on the net work as volunteers. Resources of volunteers of people that help are limited. Also the key to answering your question is in the work that you did in between setting your computer to diagnostic mode and turning it back on normally. When you post please give full details on everything that you did before the error accrues it really helps.
