.pdf editing

I understand that some .pdf files are made to not be altered. After I save a file to HDD, is there a way to alter it, or draw on it. Can I use Acrobat, or do I need another program?


ps. it is a map, and I need to draw boundaries on it.

you will need the full version of acrobat.
