Lost my ability to select DialUp Networking

I am running XP SP2 on an HP Pavillion dv4000. I attempted to set up the use of my cellphone to get on the internet. The PC Sync program tells me I must install dialup networking. When I go to the new connection wizard and get to the page that asks how I want to connect to the internet, the only allowable selection is via "broadband connection that is always on."

I checked that the modem is responding and I did have dial up working at one time. I can't find any reason for the problem.
