Simple put, can you run a MSI NX8600GTS-T2D256E-OC GeForce 8600GTS 256MB 128-bit GDDR3 PCI Express x16 HDCP Ready SLI Supported Video Card in the XP operating system? Or do I have to buy Vista.

As long as it has the Designed for Windows XP logo on the box, then you can get away without Vista.
