windows xp seems to be degrading, almost non-functional

My brother-in law swears he only cleaned up our memory. Now we cannot start Windows Successfully.
We choos last known good configuration.
We cannot restore to an earlier point as that appears non-functional. We tried to restore and let it sit for 9 hours- nothin happened.
I tried to repair windows XP with the disk that came with our computer and was told we couldn't because we have a newer version on the computer vs the disc.
We can no longer go to Windows updat- it says we are not administrators or there is a network problem.

Please help- any advise would be greatly appreciated.

What seams to be the problem when you boot into windows normally?
