Any other thoughts on how I can decrease the lag besides buying a new comp? I just can't spend the 6-700 right now.

The only way to likely improve performance will be to upgrade a few components then.
Do you know your system specs, if so can you post them.
Would there be any way of spending something around $100?

You could increase the RAM to like 2GB but that might not last you that long.

With no video card, added memory will make little to no difference.

Generally speaking the computer that you have has PSU issues, so it would make me weary to suggest you to upgrade your graphics card without having you upgrade you power supply.
Next, because of the age I can pretty well guarantee that you only have AGP and/or PCI slots on your computer. With that in mind, investing any money would be a waste.
If you still want to upgrade I'm going to need a budget and have you do the following.
Download everest free edition
Under you motherboard, verify if you have an AGP or PCI-express port(s).
Now that your buying to units you'll likely be looking at a price range of around 150$.

You have AGP, what is your budget for your new PSU and GPU?
Your CPU will also be a slight bottleneck, but unless you want to upgrade you entire system, there's nothing we can really do.
Also, I you buy a AGP card now, I'm just letting you know in advance, you will not be able to use it in your next system, as the format is near it's EOL (end of life).

Q1:
Do I really need that large of a PSU? I am hoping to use this PSU on a future build when I can afford it. Or should I just buy one for my needs and buy a new one when I accucially start buying for a new build? Not sure when that will be.

Q2:
What should I be looking for in a AGP video card? AGP 4x or 8x??? Bits? Onboard ram? GPU?

If I were you I'd get the best PSU I could afford right now and use it on a future build. Both the PSU's you mentioned are very poor PSU's, Rosewill being the worst.
I you want to transfer this PSU over to a new higher end rig, I'd recommend no less then 600W, 650W range would be ideal, but there is a lot more to consider then just watts when choosing a power supply.
That video card will the same as your onboard or your computer current offerings.
If you cannot put near 200$ to your upgrade it probably won't be worth upgrading.

Also, isn't any GPU better than the integrated due to the additional memory as well as the reduce usage of the cpu?

There are other poor brands, this is just a few, generally speaking if you find a cheap PSU, it's cheap for a reason. You risk frying your entire computer if they go.
You want efficacy to be no lower then 80%, this will give you a generally quieter PSU, it'll generate less heat and your computer will be cheaper to operate.


GPU
You want DX9.
Everything else really doesn't matter, bit rates don't matter if the card has been engineered properly (I haven't seen an instance were ATI or nVidia have not done so), DDR2/3/4 or the size of video RAM don't make a difference as long as you are playing at lower resolutions. Clock speed is difficult to judge, as one card being clocked at 500MHz could be faster then the next card at 600MHz. You best bet is to use this guide as a reference. Keep in mind, it's fairly out of date, so only use it as a guide line. The last time it was updated was in May/June, a lot has changed since then with newer drivers. However it's the best guide you'll be able to find that has a large variety of cards. Also, don't expect the same frames per second as they get in the graph as their test bed is much higher end then your computer (e.g. a 800$ processor).

I am a big Antec fan so that is my recommendation.

And I agree that investing into AGP would not be that smart. You would probably be better off just buying a whole new computer or if you just do not have the money wait a little and save up.

There are various sites around the web, and I'm slowly starting to add more and more names to the list (very slowly at the moment).
Antec are fairly good mid range PSU's, it's the only reason why I suggest them, as most people don't like to spend $150+ on a PSU.
