Monitor Issues When Turned Off

If I turn my monitor off for an extended period of time (maybe 20 minutes or so) or let my computer sleep, I have to unplug the monitor from the CPU and wait for an error msg saying no signal found. I can then plug it back in and everything works fine.

Maybe related: Back in the day when I used to play PartyPoker, the entire screen would go down. I would have to restart in safe mode with networking in order to play. This happened 100% of the time. Haven't played in over a year, I guess, so I haven't seen it in a while.

I have a Samsung 173v and am using XP Home. Any help is appreciated.
