According to my Nero 7 manual it says the 'minimum' requirements are:
For TV Recordings, DVD and Video Authoring: 1.2Ghz Pentium 3 or AMD Sempron 2600+, 128Mb RAM.
For real-time video capture and DVD-video creation: 1.6Ghz Pentium 4 or AMD Sempron 2600+, 128 RAM
They are minimum. Realistically you need (for any of the above tasks): 2.0Ghz Pentium 4 or AMD AthlonXP 1800+, 512 RAM.
