Sorry for not getting back sooner - got a lot going on at the moment. There will be a registry hack that brings that tab back - not got round to identifying it yet. Export and post your parents and your Explorer key in the same way as you did earlier, i.e:

Click Start>Run and paste the following into the box, then click OK:

regedit /e C:\key3.txt "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer"

Remember to change the file name (key3.txt, key4.txt etc.) for each one. You said they were different - what differences have you identified?

Hmm, all of a sudden, it doesn't want to work. I copied your path into Run, but no file named key3.txt. is being created in the C: drive... what the-? I ran a search of the whole computer, and there's no key3 being made. I did it a few times too, and nothing. Maybe I'm doing it wrong?
Here's what I noticed between my account and my mom's though: in her explorer folder, she has two objects called (default) & NoDriveTypeAutoRun. In my explorer folder, I have the same to objects, but also an additional one called NoActiveDesktopChanges. Is that it? Or do you need the specific regkeys to be sure?
The other thing I wondered is that the accounts of both my sister and I seem to have been messed up - do I need to perform all these regkey actions on hers too?

Yes that will be it. What is the dword value (value data) for that entry?

It says the value is 0x00000001 (1).

So, I'm pretty sure that was the last of the problems, but I have three questions just to finish this up:
1) Do I have to do anything to my sister's account, because it was all wonky too?
2) How do I avoid this balogna in the future? and finally
3) My Norton Internet Security is still popping up like crazy every minute or so to tell me that some outside source is atetmpting to access my computer - does that mean I still have something on here that's signaling the dorky hotoffers people about when I'm on and where?

3) Norton may detect external sources pinging your computer, not necessarily a risk to you - again I need more information about what it is detecting.

Well, wonky just in that she had the same problems I had with hotoffers popups and hijacking junk, and I just wasn't sure if all the clean up we did on my account would have happened universally in all accounts, or if it was restricted to my account. mess up my Norton AntiVirus? Isn't that refering to Norton's AutoUpdate function?

And as for Norton, when it pops up it tells me an IP address, type of connection, and I think a port number too. There's an "Always Block connections from here" box, which we always check, but they just keep right on coming, which tells me that either these jerks have like a million ways in, or they're circumventing Norton somehow. Honestly, who DOES this?

If it's any consolation, my systems get probed dozens of times each day also. Norton is probably just detecting incoming probe attempts - they are not in your system, just knocking at the door and quite likely, they don't even know if a door is there or not. Outgoing connection attempts to unrecognised addresses are a little more ominous - let me know if you have those.

Go here and run a ShieldsUp test on all service ports - it will give you an indication of how secure your system is:

Sorry about the delay - my sister's account is password protected, and we haven't had coinciding schedules in a few days.
So I had HJT "fix" the two files you told me to, and ran the ShiledsUp test, which alleges that my computer has "perfect" security, so that's pretty exciting!
At any rate, all things still look good on this end, (my sister's account HJT log is below) so you can go ahead and rank this puppy "resolved" if you see nothing iffy in her log.
