she likes to play things like the sims not into fast action games.

Any idea of a budget? If you double check the requirements for the Sims, then you'll find what you need the laptop specifications to be. I'm guessing $600-$700 should handle it nicely, but I don't have a lot of time to research one our for you right now

I myself am a Lenovo man, and their N200 looks like just what you need. However, it is probably a bit pricey. So I would go with a Dell. For example, their Inspiron 1520/1521 line has good graphics options, as well as a special "Media Center" made especially for playing DVDs and CDs. This particular line starts at only $600. Plus, I think it's trendy and sturdy enough for a 13 year old girl.
