Hi babysmurf,
This is normal browser behavior and I'm not sure you can turn it off. It is a security measure to ensure that forms aren't submitted twice. Some web developers fail to realize the need to have a redirect to make sure the form hasn't already been submitted, which could be the reason you are encountering the prompt. If you were making a purchase, you should click Cancel to avoid a duplicate transaction. Otherwise, click Retry to display the webpage again.
Hope this helps,
Ax

You don't eliminate it. This is supposed to happen. Imagine you'd just paid for something on a website somewhere. You hit refresh with no prompt, you'll get charged twice. With all due respect, if you were to get charged twice then I'm sure you'd be asking how to turn it back on.
