Well, from what I'm reading, this video card you have, SiS 650_651_740, I've never heard of it, is a 32mb card, the minimum for COD2 is a 64mb card.

You could go here and see what it says.

SiS Graphics aint Really For The Gaming side mate, As it doesnt Support alpha blending.

Make sure you have DirectX 9.0C installed. You may have to purchase a new video card. This error is common for people who have integrated video, such as Intel Extreme video or SiS Etc, as COD2 requires more.

Personally i wouldn't recommend using chipsets for gaming unless they are powerful enough to handle it not just box standard gui gfx, i was running that game on low with my 9700pro 128mb and couldn't really hack it, mind you my card is like 5 yrs old now in computer terms that is a century :)

The SIS650 graphics chipset doesn't fully support DirectX 9 (Hardware T&L) which is needed by the game.

first go to
http://www.systemrequirementslab.com
and run to see what you have missing in you video card then go and download 3D-Analyze from www.3dfxzone.it/dir/tools/3d_analyze/ this program emulate hardware so like if you dont have Video HW Transform & Lighting this program skip it so try it and tell me how did it go
