Background : Security Warning with fatal IE error

I have gone through and completed all of the steps required before posting my Hijackthis log. I have ran updated versions of Spybot: S&D, Nortan Anti-Virus, Housecall, Ad-Aware SE Personall with all of the required configuration settings that you guys requested on your "Do this before posting" forum. A lot of this I have ran in the past, but a few of them were new to me and I appreciate the help. I still have the blue background with the fatal IE error message and still can't change it, here is my Hijackthis log and I appreciate your time and effort for your help.
