what is an error 50 on a modem hook up

What is an error 50? When I turn on my computer it lets me connect to the internet but if I'm on for only a few minitus and turn it off it wont let me log on it just says "Error 50 the request is not supported" but if I restart the computer it will let me log on again. What's wrong and how to solve it and please no uprade to high speed cus' that's not an option. thank you. :)

Error 50 - The request is not supported.

This error may be caused by the WINDOWS FIREWALL being set to prevent incoming and/or outgoing communications on the dial-up connection.

This message would appear to be a modem hardware issue if the software solutions don't solve it. And that would mean a new modem which are extremely cheap anyway.
