is fec3989.exe a virus?

my computer got infected with a spyware or something of the sort and it disabled the task manager. the only different process I found after I enabled it was fec3989.exe.I found it in C:\WINDOWS\System32 and its from SULA version 1.0.0.0. It appears as having been installed recently before the pc got infected , and since I didnt install anything in my pc recently it appears to be the only cause, any help aprecciated!
