About userinit.exe and fixing?

I have gotten the userinit.exe from another computer and i was wandering if there is anyway that i can put it on a floppy to be able to get it in the right place by using recovery console (NOTE: i can not logon) so to reiterate is there anyway to get userinit.exe in the right place from a floppy by any means?
