I have a windows xp based pc, without bluetooth.

The phone I have is a Motorola RAZR2 V9m from Verizon

How do I send a couple of jpg pics from the computer to the phone?

Also, I have the pics in my album on photobucket, and I tried the send to phone, but It would cost be $1, and I don't want to do that. Any other ways???

Never had a Razor, but I have had a Palm Treo 650, and currently have a Blackberry Curve 8300. Most Smartphones have an extension in the phone to allow it to hook up to a data cable which connects to the PC via USB Port. Once they are connected, you can download any pictures you'd like. Most smartphones come with their own software to assist you with this.
