Funny you say that,
I had this EXACT problem when I installed the NVidia drivers on an old laptop to.
I just Right Clicked on My Computer > Properties > Hardware > Device Manager > Display Adapters > Right clicked on the yellow ! > Update drivers > Install from a list or specific location > found my driver and woila!
Worked like a charm.
Apparently that 0x80040707 install problem is generated by the Install Shield program within Windows.

I did all of that. Except that I cant find my driver. There are 3 different ATI manufacturers; ATI, ATI Technologies Inc, and ATI Technologies, Inc. There are Rage, 3D Rage, Mobility 128, Mach64, and ATI-264 models. Do you know which one I should pick?

I downloaded the Catalyst Software Suite. Tried to install and got the same messages. I thought read somewhere that I need to uninstall my old driver. Even when I did that and tried to install it said there was new vga hardware found. Then I tried to follow the steps you said in your first reply but there wasn't a Display Driver in the device manager.
