Family Safety One blocking my applications

I have a problem in my Vista OS... I think the family safety software lock some of the applications that I'm using. I can't even turn-off my firewall, open applications from my control panel and the dvd drive can't even read the dvd that i've inserted, this message appeared "The system could not find the environment option that was entered" everytime I tried opening applications. I tried uninstalling Windows Family Safety One Care but the message that appeared is that "You must log on as administrator..." I'm logged already as administrator that time and yet I still receive that kind of message. I've used the system restore but it didn't work... Please I badly need some help... :)

Try removing Family Safety One in safe mode.

I've already tried uninstalling it from safe mode but it didn't work.

Are you talking about 3rd party software or Vista's User account control/parental controls?
