Repairing XP Home operating system

I have a problem with a XP Home operating system on my computer. When I go to start it, it says

Windows can not start missing <windows>\system32\ntoskrnl.exe.

I tried the suggested method to repair the system from the DELL cd, but, it goes to the repair console and does not give me an option to repair a partition.

In fact, it does not even lest a partition to repair.

Is there a way to load this file into the windows system32 folder?
