windows cannot load locally saved profile

i have this problem when i want to log in. my account is an administrator account. The pop up windows says i will be using a temporary profile and any changes made will be lost during log out. i've tried to follow the instructions here

but the problem is, when i go to c:\document and setting. it says my 'old' user account folder is empty. and when i try to double click it, a pop up windows says the folder is not accessible. and access is denied.

the 'old' account is not password protected. can anybody help me? thank you.
