Cannot access Task manager

Something strange has been going on with my system lately. First I couldn't activate Automaitc downloads(that seems to be fixed by removing anHkey), now when I hit control-alt-delete, the task manager is greyed out and not accessible. I use AVG pro and the Windows Live OneCare(Norton 360 was just a dog on my system:)) Anyone have any suggestions? I ran the AVG scanner and nothing was found.

Will it open if you go to start/run and type in taskmgr?
Will it open if you right click the task bar and click on taskmanager?

Tried both and the statement I received was that it was disabled by the administrator(which is me)
