Alright, on my laptop I decided to do a system restore because, well it was acting up and after it restored, I got the <windows system32/hal.dll error. Here's the huge problem! I don't have the windows xp program and windows doesn't come up at all! Please, tell me how can I fix this.

No, I read my HP guide that came with my computer and did a self recovery of windows xp. If you have an HP Laptop just hit F11 and it should restore windows xp back to it's normal self. You WILL lose files though.
