In Windows XP:
Right-Click on the Desktop -> Properties -> Click the Settings tab
Next Right-Click on the box that has a number 2 on it and click Attached. Hope that this helps.

its an ATI radeon 9600 256mb... im not sure exactly what adapter is it but i think its a serial to VGA(not positive)

DHooper...i tried that already...put when i extend the screen to the second monitor it just stays in stand-by mode

Ok, the adapter is a DVI to VGA. Does the motherboard have a VGA port on it???

The Video Card has the port...thats where my primary monitor is plugged in. but there is a second port which believe is VGA. its a rectangle with sprockets and 1 long sprocket. From what i know it is VGA. The computer recognizes the second monitor...it knows its a DELL monitor when i go to the device manager. I just don't know why its not turning on, it just stays in stand by mode

Just so were clear, what makes you think this card supports dual-monitor?
I tried to find the exact card and if I guessed right, there is no mention of it.
The fact that it has a VGA and DVI port does not mean its supports dual monitors simultaneously, only that you can use either connection depending on your equipment.
SOME cards do support dual monitor support that enable both ports to function, but not all.
Is this your card?

i think so, but why would there be 2 monitors in the display settings, and why would my ATI program tell me i can?

it came with my ATI drivers...the disc came with my computer

Did this thing come with a manual?
The ati control panel is universal for all cards....all features may not be supported.

no it didn;t come with a manual, and i just took a screen shot...i'll make it smaller so it can fit but you might not be able to read it...do you want me to send it another way?
